In 2024 I worked with the Scottish Parliament to help shape and evaluate its People’s Panels; an innovative democratic mechanism designed to bring diverse public voices into policymaking.
The People’s Panels are part of a broader effort to make the Scottish Parliament more responsive, inclusive, and transparent. Together with Elisabet Vives, I contributed to the independent evaluation of two of them, helping to assess how well the Panels were delivering on their democratic promise and where improvements were needed.
My work involved advising on the structure and facilitation of the Panels, ensuring that participants were supported to deliberate effectively across complex policy areas. I also helped develop feedback loops between the Panels and parliamentary committees, so that citizen recommendations could be tracked, responded to, and, where appropriate, implemented.
